Fundamental Change

• The definition of insanity is doing the same thing over and over again and expecting different results. California has thrown billions at homelessness programs for decades, and what do we have to show for it? Tents in parks, sidewalks turned into shelters, and families living outside our schools and businesses. It’s not compassionate, and it’s not working. We don’t need more excuses, we need structural change.
• Homelessness isn’t just a moral failure. It’s an affordability crisis, a leadership crisis, and a public safety crisis. And we’re going to fix it by treating the root causes, not just managing the symptoms.

Follow the Law or Lose the Money

• Every city and county in California will be required to follow the U.S. Supreme Court’s ruling on how to handle homelessness. If they don’t, their state funding is on hold. Period. We’re not going to keep rewarding local governments that ignore the law and fail their own communities.
• The state will identify empty commercial buildings and convert them into Shelter & Recovery hubs with bunk-style dorms, expanded restrooms, separate wings for men, women, and families, and community spaces that restore dignity and stability. There will be commissary kitchens, on-site medical and mental health care, and licensed therapists focused on trauma and brain health. Couples can stay together. Families will not be split apart.
