Stephen J. Cloobeck Expands Policy Platform with New Proposals on Education and Government Accountability

LOS ANGELES, November 3, 2025 – California gubernatorial candidate Stephen J. Cloobeck today launched two new policy proposals, including a plan to create the California Department of Performance and Results (CPR) and a real-world education curriculum focused on life skills, civic literacy, and expanded career pathways. Both initiatives reflect Cloobeck’s focus on making California more Affordable, Livable, and Workable for the people who call it home.

Cloobeck’s CPR plan treats California’s government like it’s on life support, and in need of resuscitation. Every state program and law would be evaluated for effectiveness, with taxpayer return on investment brought to the forefront. The proposal includes a whistleblower incentive, a 10 percent bounty for those who uncover fraud, waste, or abuse.

“CPR isn’t just for saving lives. It’s for saving California,” Cloobeck said. “You blow the whistle, we cut the check. That’s not politics. That’s accountability with attitude.”

Cloobeck points to billions of dollars lost through state mismanagement during COVID, including an estimated $30 billion in fraud and abuse within the Employment Development Department alone, and called for strict enforcement of businesslike practices across all programs and nonprofits receiving public funds. CPR could help return up to $45 billion in wasted taxpayer money to the people of California.

“It’s our money and we want it back,” he said. “If a program doesn’t perform, we call its time of death.”

On education, Cloobeck’s proposal targets a major fail in the current system: California is not setting graduates up with the life skills necessary to succeed in the real world like budgeting, taxes, and job readiness. His plan introduces financial literacy, entrepreneurship, and civics as core requirements, alongside career exposure, including trade school, military, and self-employment paths.

The policy includes support for tech-forward learning tools like Rap Study, a classroom-tested program that turns academic content into rap lyrics using popular artists and AI-powered customization. It also emphasizes a renewed focus on character development, teamwork, and critical thinking starting in early grades.

“Student success starts at home,” Cloobeck added. “Parents need to be part of the solution, and school boards need to be held accountable with clear standards and results.”
