Stephen J. Cloobeck Expands Policy Platform with New Proposals on Homelessness, Immigration, and Government Accountability

LOS ANGELES, October 28, 2025 – California Democratic gubernatorial candidate and business leader Stephen J. Cloobeck today unveiled the latest additions to his growing policy platform, focused on tackling homelessness, reforming immigration, and making government more responsive to everyday Californians.

The new proposals build on Cloobeck’s earlier policies on affordability, insurance, and entertainment, and reinforce his campaign’s central promise to make California more Affordable, Livable, and Workable.

“These are real problems with real solutions,” said Cloobeck. “We’re not putting out 40-page white papers that sit on a shelf. We’re delivering simple, actionable plans the public can understand and hold us accountable to.”

The latest policies include:

  • Ask the Customers of California: A unique approach to governance that treats Californians as Customers of the state. The initiative is modeled after his background in hospitality and business operations.
  • Homelessness: A comprehensive plan that ties state funding to local compliance with federal law. It calls for converting vacant commercial buildings into Shelter & Recovery hubs, with trauma-informed care, mental health services, and transitional housing for individuals and families.
  • Immigration: A call for clear asylum caps, stronger rules, and the creation of legal employment pathways in critical industries like agriculture, hospitality, and construction. The proposal emphasizes the link between immigration policy and California’s economic stability.

“We’re going to run this state the way I built my business, by listening to Customers, fixing what’s broken, and proving results,” said Cloobeck.

The release of these proposals follows previously announced plans addressing several of the state’s biggest challenges:

  • Affordability: Declares a statewide emergency to reset suffocating regulations and pause CEQA until California’s median housing prices fall in line with national averages, and fast-tracking development that will make the state more Affordable, Livable, and Workable.
  • Entertainment: Proposes expanding California’s film and television tax incentives to $2 billion to restore production, create jobs, and re‑establish Hollywood as the world’s entertainment capital.
  • Insurance: Establishes a four-part plan to modernize regulation, strengthen wildfire mitigation, expand public–private partnerships, and protect consumers through guaranteed coverage and accountability.
